As Robert describes, with such a lot of coastline in Devon and so many boats and ships, many people saw smuggling as an opportunity to profit and to avoid paying taxes. Everyone was at it; poor people right through to clergymen, magistrates and aristocrats, and the trading wasn't as romantic as television and the film industry sometimes suggests.
